Why heritage work is different
A measured building survey of a heritage or listed building is not the same as a survey of a modern property. Three differences:
- Non-contact methods only — no drilling, no fixing of targets to historic fabric, no touching of the building beyond what's strictly necessary
- Higher accuracy — RICS Band A (±15-25mm) is the minimum; many heritage projects require sub-10mm
- Additional deliverables — stone-by-stone record drawings, ornamental plasterwork details, historic joinery, point cloud with photographic texture mapping
The standard is set by Historic England's Metric Survey Specifications for Heritage Buildings and the RICS Measured Surveys 3rd edition Section 4 (Measured Building Surveys).1
Statutory compliance
For a heritage or listed building project, the survey must support the following statutory applications:
- Listed Building Consent (LBC) — required for any works that affect the character of a listed building. The survey provides the existing-drawings baseline.
- Conservation Area consent — required for the demolition of any building in a Conservation Area.
- Heritage Impact Assessment (HIA) — required by some LPAs for major works in Conservation Areas or near listed buildings.
- Archaeological watching brief — required where excavation may affect below-ground heritage assets.
A heritage survey is a prerequisite for all of these applications.
Methodology for heritage surveys
The methodology for a heritage survey is constrained by the requirement to use non-contact methods only. The standard toolkit:
- Terrestrial laser scanner (FARO Focus, Leica RTC360) — the workhorse of heritage surveys, capturing a dense point cloud without any contact with the building
- Photogrammetry — high-resolution photographs processed into 3D models; useful for ornamental plasterwork and detailed facades
- Handheld SLAM (GeoSLAM ZEB Horizon, NavVis VLX) — for internal spaces, especially complex or hard-to-access areas
- Manual measurement — only where necessary, using hand-held distos and tape measures; never drilling, never fixing targets
A heritage survey never uses fixed targets, never uses reflective markers on historic fabric, and never uses paint or chalk.2 These methods would damage the building.
Additional deliverables
A heritage survey produces additional deliverables beyond the standard 2D plans:
- Stone-by-stone record drawings — for Scheduled Monument Consent work
- Ornamental plasterwork details — cornices, ceiling roses, friezes
- Historic joinery details — skirting, architraves, doors, windows
- Stair details — balusters, newels, handrails
- Historic ironwork — locks, hinges, brackets
- Roof structure — trusses, purlins, rafters, battens
- Point cloud at heritage-grade density — <5mm at 10m
- HDR photogrammetry texture — mapped onto the 3D model
The 3D model with photographic texture is increasingly the standard heritage deliverable. It supports both the planning application and the long-term conservation management plan.
What to commission
For a heritage or listed building project, the minimum specification is:
- 2D plans at 1:50 with all ornamental detail
- 2D elevations at 1:50 with full photographic reference
- 2D sections at 1:50 (or 1:20 for detailed areas)
- 3D point cloud at <5mm density
- 3D Revit model at LOD 300 (or LOD 500 for FM handover)
- Photographs (HDR) of every significant feature, mapped onto the 3D model
- Methodology statement confirming non-contact methods

Can a measured building survey be done with the occupants present? Yes, with some caveats. Occupants are usually asked to leave for a few hours while the surveyor sets up the scanner. Laser scanning is non-contact and quiet; the main disruption is the surveyor walking through the space.
What is the difference between a laser scan and a measured survey? A laser scan is the data-capture method. A measured survey is the deliverable. Most 2026 measured building surveys use laser scanning as the data-capture method and produce 2D plans, 3D models, and point clouds as deliverables.
How long does a measured building survey take? A typical 3-bed house takes 2-4 hours on site for a 2-person scanner team, plus 1-2 days for processing and drafting. Larger or more complex projects take proportionally longer.
Can the measured survey be done from the outside? Partially. External elevations can be captured from outside, but internal floor plans, sections, and ceiling heights require internal access.
